The building designed by architect Ross Chapin for Developer Paul Schell was constructed in 1991. It was the third of three buildings by this team to be constructed in the vacant lot next to the Fire Station.

A wooden rooster carved by Pat McVay and painted red was placed atop the building . It faced East to welcome the rising sun.

The top floor was an apartment. The ground floor housed an extension of the Star Store selling natural beauty products as well as hardware and garden supplies. The hardware and garden supplies were later dropped and the store renamed Star Store Basics, focusing on "natural health and beauty products, supplements, herbs, homeopathics, teas, gifts, books, soaps, and candles."

During a recent repainting of the building, the initially red rooster was painted black and returned to the top of the building facing West. It was subsequently turned to face East once again.
